The complexity and dynamics of threats and crises faced by countries around the world today require effective and responsible state management, efficient administration and appropriate legal preparation.
Crises and threats can be diverse, with the most frequently mentioned ones being those related to national security, energy security, cyber security, climate change and migration. An internal crisis may
consist, for example, of a threat to the rule of law.

The state’s response to threats and crises must also take into account the action plan set out in the Sustainable Development Goals, in particular Sustainable Development Goal 16 (SDG 16) „Peace, Justice
and Strong Institutions”, which aims to promote peaceful and inclusive societies for sustainable development, ensuring access to justice for all, and building effective, accountable and inclusive institutions at all levels. This includes various actions such as combating corruption, promoting the rule of law and ensuring public participation.

The aim of the panel is to present and exchange country experiences in responding to external and internal threats and crises.
